At the time of launch of new Nexus 7 and Android 4.3, Google has also announced a small sized product call Chromecast which allows you to stream or cast any web videos from laptop or smartphone to your HD TV.
One thing which Google has said at the time of launch that it will play online videos to your TV, but if you want to play offline contents or local files which are on your computer then it can also work.
To use cast local files all you need to do is drag and drop your files on your and as Chrome is a very powerful web browser it can play almost any files like MP3, MP4, M4V and so on.
Once your file start playing just press that cast button and your file will be on your TV shortly.
